Pakistan Promises an Urdu Model and Sovereign Compute
Islamabad told a World Bank summit it is building an Urdu language model and buying sovereign compute. Neither announcement came with a tender, a budget line, a named builder or a date. Here is what each claim rests on.

Pakistan’s Federal Minister for IT and Telecommunication, Shaza Fatima Khawaja, told a World Bank summit panel in Seoul that her government is building a state-backed model called Buraq for Urdu and Pakistan’s regional languages, and is buying sovereign compute so that Pakistani data is processed at home, the Express Tribune reported on 22 October. The claim reached the record through a Ministry of IT statement. The Global AI and Digital Summit 2026 ran from 19 to 22 October, convened by the World Bank Group with the Republic of Korea’s Ministry of Science and ICT and Ministry of Finance and Economy, per the Bank’s event page.
What follows is an audit of what has actually been published, because the coverage does not let a buyer tell an announcement from a procurement.
What the ministry’s own record of the speech contains
The ministry has published its account of the keynote, delivered on 19 October under the title “Digital and AI Compacts: From Ambition to Action”. It carries the numbers: a US$1bn commitment for AI through 2030 announced by the prime minister, AI and digital training for one million non-IT professionals, and 1,000 funded AI PhD scholarships. It describes proposed protective legislation that would require the labelling of synthetic content, give every citizen a right to human review of decisions influenced by AI, and require government bodies to register their AI systems, and assess the effects, before deployment — the draft regime AI & GPP examined when Pakistan began writing rules for the algorithmic state.
Neither Buraq nor any compute purchase appears in it; the release treats sovereign AI as an aim, not a purchase. Both enter through the later ministry statement, where the minister placed AI on top of existing plumbing: NADRA’s identity records, covering more than 100m Pakistanis, the State Bank’s Raast instant-payments rail and the WASL national data exchange. Her argument, as the Tribune relays it: AI belongs at the top of that stack and not the bottom, and governments that invert the order get pilots that do not scale and services citizens do not trust.
What a tender shows that a speech cannot
| Announced element | Where it is stated | Documentary status | What would make it verifiable |
|---|---|---|---|
| Buraq, Urdu and regional-language LLM | Ministry of IT statement, reported by the Express Tribune, 22 October | Announcement only; no builder, host, release date or specification located | A tender or contract award naming the developer, the training corpus and a delivery date |
| Sovereign compute capacity | Same statement | Announcement only; no procurement notice located | A PPRA-published tender, a site, a megawatt or GPU figure, and a named hosting provider |
| US$1bn for AI to 2030 | Ministerial keynote, 19 October | Ministerial statement of a prime-ministerial commitment | A budget line or Public Sector Development Programme allocation |
| AI labelling, human review, impact assessments | Same keynote | Described as proposed legislation; no bill or gazette notification located | A bill laid before Parliament, or rules gazetted |
| National Data Governance Policy | Published by the ministry, dated June 2026 | Policy text states it takes effect only on cabinet approval and gazette notification; both marked pending in the document | A federal cabinet decision and a gazette notification |
| “Digital and AI Compact” | The Nation and TechJuice | Signing claimed by two outlets; absent from the ministry’s own release and the World Bank’s event page | A signed text, a date and a named signatory |
Sovereign compute in Pakistan already has one real contract, and it is not Buraq’s. In July the National Telecommunication Corporation signed a three-year contract with DataVault to deliver GPU-as-a-service and Model-as-a-service from its state-managed data centres on Nvidia H200, A100 and B200 hardware, the state news agency APP reported. The platform is to run large language models built elsewhere, which APP names. A sovereign rack running other people’s models is a procurement; a sovereign model is still a sentence.
The two gaps the desk could not close
The first is the policy the minister treats as operative. The draft National Data Governance Policy was released for public consultation on 26 June 2026, Arab News reported. The text the ministry publishes, dated June 2026, sets its own status: it takes effect only on cabinet approval and gazette notification, and its gazette reference is marked pending. The desk found no report of either. The safeguards layer is being cited as the rulebook; it could not be confirmed as a rule.
The second is the compact itself. Arab News said on 18 October only that the minister would present Pakistan’s roadmap “during a session on the Digital and AI Compact”. The Nation reported the next day that Pakistan was set to become the first country to sign one. TechJuice states on 23 October that it became the first country to sign. The ministry’s own release describes the keynote and no signing; the World Bank’s event page does not mention a compact at all. No outlet names a signatory, a date or a text.
Announcements travel at the speed of a summit. Procurement travels at the speed of a published closing date.
Why India’s version of this step is a different object
India’s equivalent move has a reference number and a clock. The Centre for Development of Advanced Computing (C-DAC) is empanelling AI service providers for compute capacity under RFE C-DAC/GPU/01/2026, Tender ID 2026_DIT_929273_1: bid submission opened on 22 October 2026, bids close on Thursday 29 October at 3:30pm IST, technical opening 30 October at 4:00pm IST, on C-DAC’s tenders page. AI & GPP set out that window in seven days to bid for India’s sovereign GPUs. The difference is not ambition — it is that one of these can be missed.
For anyone deciding whether to plan around Buraq, four questions are narrow and answerable: who owns the model, under what instrument, on whose hardware, and by when. Until a tender or a cabinet minute answers them, Seoul reads as a well-sequenced intention with a $1bn figure attached — which, in a region where the Bank has measured AI’s exposure to South Asian jobs, is not nothing. It is not yet a purchase.
